According to the Treaty of Lisbon and the provisions of the European External Action Service (EEAS), what is the political leadership structure and the main function of the EEAS in the Union's foreign and security policy? The EEAS is exclusively led by the President of the European Council, who has the final authority over the Common Foreign and Security Policy (CFSP), and its main function is to manage the neighborhood policy. The EEAS depends directly on the Council of the EU, which appoints its executive director, and its main function is to implement the European Green Deal internationally. The EEAS is an independent agency funded by the EU budget, directed by a Board of Directors, and its main function is to coordinate military operations under the Common Security and Defense Policy (CSDP). The EEAS works under the political direction of the High Representative of the Union for Foreign Affairs and Security Policy (HR/VP), who also serves as Vice-President of the European Commission, and its function is to bring coherence and coordination to the Union's international action.
