Within the Common Foreign and Security Policy (CFSP), what is the main function of the European External Action Service (EEAS) and under which political guidance does it operate, according to the treaties and institutional practice of the European Union? The EEAS is the body responsible for executing directly the operations of the Common Security and Defense Policy (CSDP) as a European army, acting independently of the European Commission and under the exclusive direction of the Council of the European Union. The EEAS acts as the exclusive diplomatic body of the EU, operating completely autonomously from the High Representative to coordinate defense and security policy, with the aim of unifying the positions of member states without their direct political guidance. The EEAS works under the political guidance of the High Representative of the Union for Foreign Affairs and Security Policy (who is also Vice-President of the Commission) and its main mission is to bring coherence and coordination to the EU's international action, working in close collaboration with member states and institutions. The EEAS has the exclusive function of managing the EU's own budget resources and applying the European Green Deal in foreign relations, operating under direct supervision of the European Parliament without connection to the High Representative.
