What is the main function of the European External Action Service (EEAS) according to the Treaty of Lisbon and its mission statement, and under what political guidance does it operate? The EEAS is exclusively responsible for managing the EU's trade policy and negotiating with third countries, subordinate to the European Commission. The EEAS is responsible for coordinating and giving coherence to the international action of the EU, working under the political guidance of the High Representative of the Union for Foreign Affairs and Security Policy (HR/VP). The main function of the EEAS is to manage the budget of the Common Foreign and Security Policy (CFSP) of the EU and act independently of the HR/VP. The EEAS acts as the military arm of the Common Security and Defence Policy (CSDP), taking operational decisions independently from the civil institutions of the EU.
