According to the Treaty of Lisbon and the mandates established for the European External Action Service (EEAS), what is the main function and political leadership framework under which the EEAS operates? The EEAS functions as an autonomous administrative department that reports directly to the European Union Court of Justice to ensure the legality of external missions.
