What is the main function of the European External Action Service (EEAS) in the context of the EU's foreign and security policy, as established by treaties and guidelines from the EEAS?
Its main function is to bring coherence and coordination to the EU's international action, working under the political guidance of the High Representative.
The EEAS is exclusively responsible for managing neighborhood and enlargement policies, leaving the Common Foreign and Security Policy (CFSP) to the member states.
The EEAS has exclusive authority to take binding decisions on EU defense policy in the name of the Council, independently of the High Representative.
The EEAS acts as an independent executive arm of the European Commission for trade policy, replacing the Directorate-General for Trade in negotiations.
