What is the main function of the European External Action Service (EEAS) according to its mandate, and under what political guidance does it operate?
The EEAS acts under the direct direction of the European Council and has the authority to issue binding regulations for member states in matters of defense.
The EEAS works under the political guidance of the High Representative of the Union for Foreign Affairs and Security Policy, Vice-President of the Commission, to ensure the coherence and coordination of the EU's international action.
The EEAS has as its exclusive function the management of the Neighborhood Policy and does not intervene in the Common Security and Defense Policy (CSDP).
The EEAS is an independent body that formulates EU trade policies without the need for consultation with the European Parliament or the Commission.
