According to the Treaty of Lisbon and the institutional framework of the EU, what is the main function of the European External Action Service (EEAS) and under which political guidance does it operate? The EEAS works under the political guidance of the High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) and Vice-President of the European Commission, with the aim of bringing coherence and coordination to the EU's international action. The EEAS is responsible for the internal administrative management of the European Commission and the implementation of the European Green Deal in foreign relations, without a role in coordinating external policy. The EEAS acts as the exclusive diplomatic arm of the Common Security and Defense Policy (CSDP), operating under the direct authority of the European Council for defense decision-making. The EEAS is an independent executive agency that formulates trade policies without the need for approval from the European Parliament, based solely on decisions of the Council of the EU.
